LBN Kickstart Scheme

The Kickstart Scheme provides funding to employers to create job placements for 16 to 24 year olds on Universal Credit.

The Kickstart Scheme is designed to give young people 16–24 an opportunity to take part in quality work placements that will help them develop skills so that they are better placed to find work in the future. London Borough of Newham will be offering placements that last for six months at 25 hours per week. The Scheme is due to begin in November 2020 and end in December 2021.

Placements are funded by the Government at the National Minimum Wage, with each placement attracting a placement fee of £1500. The fee, together with additional funding provided by Community Wealth Building, will be used to top up wages so that LBN Kickstart Placements are paid at London Living Wage.

Eligibility

To be eligible, young people need to be in receipt of Universal Credit and at risk of long term unemployment. Referrals will be through Jobcentre Plus work coaches. All positions will have an application process and Hiring managers will have the final say about who they appoint. The role should not require people to undertake extensive training before they begin the job placement.

Each Kickstart Placement must be newly created and not replace existing or planned jobs. Placements can be taken up by a second person once the first successful applicant has completed their 6-month term.

 

Support for hiring managers

As part of the Kickstart programme, all placements must support the young person to develop their skills and experience.  Community Wealth Building (including Workplace Young People’s Team and Moneyworks) will be responsible for providing employability support throughout the 6 months and will continue to offer support following the placement. Support includes;

 

  • Individual One-to-One Support to look for long term work; Support with CV, Access to Opportunities and Interview Support.
  • Bespoke program of Virtual Training to develop their skills, such as Interview Preparation, Jobsearch, Confidence Building, Workplace Ethics, Personal Appearance, Money Advice & Debt and Successful Job Applications.
  • Liaise with Managers to provide additional behavioural or motivational support if required.

 

Next steps

  • Identify Roles available: We will be looking for you to identify roles available within your service area. Each Placement must be newly created and not replace existing or planned jobs.  Once identified please notify nkosi.moyo@newham.gov.uk
  • Create a Job Description: The job description will be used by the DWP work coaches will match suitable candidates to the job placements. The job description should be a brief description of the duties and the selection process and must not be an identical duplicate of a current role. JD should include;

The Role: Paragraph introducing the area of business.

Duties: 5- 10 Bullet Points of duties in the role i.e Managing and updating spreadsheets/data input

Skills: 5-10 Bullet points of skills required for the role.

 

  • Interview Process: Workplace will be responsible for managing the initial referral and will screen young people accordingly to match the suitability of the opportunities available. Once suitable applicants have been matched, the hiring manager will conduct the final stage interview.
